Yes, some foreigners can get legal to drive soon after landing.

Beijing's official service pages say foreign visitors can apply at airport vehicle management stations. A Daxing Airport report described 12 Malaysian travelers receiving provisional permits about one hour after submitting materials and completing procedures. Read the official report.
